Baseline additionality. Compared to the baseline scenario the project needs to mitigate climate change. That is the project must implement actions that are additional to what would occur compared to the baseline.

Level 1 additionality

The project meets Level 1 additionality in line with ICR Requirement Document and ISO 14064-2, by applying CDM methodology ACM0002. This methodology defines the procedures for establishing a credible baseline and demonstrating that the project achieves GHG emission reductions beyond what would occur without it. Key sections of the report—baseline scenario, project boundary, and emission reduction quantification—clearly show the project’s GHG mitigation. Therefore, the use of ACM0002 satisfies the Level 1 additionality requirement.

Statutory additionality. The project must implement actions that are beyond requirements stipulated in local legislation or regulations. Projects are statutory additional if their implementation and/or operation is not required by any law, statute, or other regulatory framework, agreements, settlements, or other legally binding mandates requiring implementation and operation or requiring implementation of similar measures that would result in the same mitigations in the host country.

Level 2a additionality

In laws of Ukraine, there are no laws, regulations or any other regulatory framework, agreement, settlements or any legally binding matters that enforces the similar measures of that would result in the same levels of GHG emission mitigations.

In the baseline scenario, the amount of renewable electricity generated by the project activity would be utilized from the carbon intensive Ukraine national grid system, which is dominated by nuclear and fossil fuel-based power plants.

In Ukraine laws and regulations, there is no enforcement to implement renewable energy projects.



Technology, institutional, common practice additionality. The project must implement actions that are subject to barriers of implementation or accelerate deployment of technology or activities and carbon market incentives are essential in overcoming these barriers.

Level 3 additionality

The project meets Level 3 additionality through a common practice analysis using CDM Tool 24. Due to the war and occupation in Ukraine, the Zaporizhzhia region—where the project is located—was defined as the applicable geographical area, as many wind farms in other regions are no longer operational or under Ukrainian control.

Within Zaporizhzhia, only one similar project not registered under CDM/ICR exists within the ±50% capacity range. The calculated penetration factor F = 1, but since Nall − Ndiff = 1, which is less than 3, the project is considered not common. Therefore, the project satisfies the criteria for common practice additionality and is deemed additional under Level 3.

Orlivska Wind Farm

As a renewable electricity generation project, Orlivska WF contributes to increase of renewable energy share in the total final energy consumption of Ukraine through providing 349,901.15 MWh clean energy annually to the Ukraine grid. During the first monitoring period 01/10/2019-28/02/2022, the project activity generated 813,625.46 MW clean energy and supplied it to the Ukraine grid.
Project activity has been also supporting Ukraine in stimulating and commercializing the use of grid connected renewable energy technologies and markets, which are far more environmentally friendly. This will contribute to diversification of Ukraine electricity generation mix which is currently dominated by the fossil fueled power plants. Such a diversification is a long-term benefit of the project activity for combatting global climate change.


Ensure access to affordable, reliable, sustainable and modern energy for all

The benefits of the Orlivska Wind Farm project are monitored through continuous metering of electricity generated and supplied to the Ukrainian grid. During the first monitoring period (01/10/2019–28/02/2022), the project delivered 813,625.46 MWh of clean energy, verified via calibrated meters and grid operator data.

Its contribution to increasing Ukraine’s renewable energy share is assessed using national energy statistics, comparing project output to total final energy consumption.

Broader impacts, such as supporting renewable energy markets and diversifying the fossil fuel–dominated energy mix, are tracked through policy and sectoral reports, demonstrating the project’s long-term role in advancing clean energy and climate goals.

SDG 7: Affordable and Clean Energy

During construction and operation period, the project directly and indirectly generates job opportunities, which results in enhancing local employment and contributing to reducing local poverty. Project provided short term jobs during construction; and has been providing long term jobs during operation. In total, 42 personnel ensure the operation of Orlivska WF, out of which 28 personnel are subcontractor’s employees. The project has been operated by its own specialists and subcontractors under service contracts.

Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all

The employment benefits of the Orlivska Wind Farm project are monitored through staffing records maintained by the project owner and subcontractors. During both construction and operation phases, job creation is tracked by recording the number of workers employed, their roles, and contract durations. For the operational phase, employment is monitored through service agreements and payroll records, confirming that 42 personnel—including 28 subcontractor employees—are engaged in ongoing activities. This data enables verification of the project’s contribution to local employment and poverty reduction.

SDG 8: Decent Work and Economic Growth

The most significant SDG impact of the project is its contribution to combat climate change. Project activity, by producing renewable electricity, will annually achieve 224,985 tCO2/year emission reductions. During the first monitoring period 01/10/2019-28/02/2022, the project activity achieved 528,521 tCO2 emissions.

Take urgent action to combat climate change and its impacts

The project's contribution to climate change mitigation is monitored by calculating greenhouse gas (GHG) emission reductions resulting from renewable electricity generation. Emission reductions are quantified using the CDM methodology ACM0001, which compares the actual electricity generated with the emissions that would have occurred from fossil-fueled grid electricity. Metered energy supply data, combined with approved grid emission factors, are used to calculate the avoided emissions. During the first monitoring period (01/10/2019–28/02/2022), the project achieved 528,521 tCO₂e in verified emission reductions. All data is subject to third-party verification to ensure accuracy and transparency.

Orlivska Wind Farm (WF) is a renewable type of wind power plant with an operation start date of 01/10/2019, located in in Zaporizhzhia region in Ukraine. The purpose of the project is to provide renewable electricity to the Ukraine grid through harnessing wind energy. Orlivska WF is a large-scale project activity with an installed capacity of 98.8 MW, providing 349,901.15 MWh/year clean electricity to the Ukraine grid system, and achieving 224,985 tCO2 of emission reduction annually.
