Baseline additionality. Compared to the baseline scenario the project needs to mitigate climate change. That is the project must implement actions that are additional to what would occur compared to the baseline.

Level 1 additionality

Non-enforcement additionality. Projects are non-enforcement additional if their implementation and/or operation is mandated by local legislation or regulation but are systematically not enforced by authorities in the host country.

Level 2b additionality

Technology, institutional, common practice additionality. The project must implement actions that are subject to barriers of implementation or accelerate deployment of technology or activities and carbon market incentives are essential in overcoming these barriers.

Level 3 additionality

Policy additionality. Implementation of actions may lie out of the scope of the host country's Nationally Determined Contributions under the Paris Agreement and, therefore, not eligible for international transfer mechanism. When project implementation goes beyond its host country’s climate objectives and lies outside of the scope of its climate action strategy towards its NDCs, it is considered to be policy additional.

The Terminal Road Sustainable Wetlands and Mangrove Conservation (Tr-SWAM) project, undertaken by Saudi Aramco, focuses on the restoration and conservation of approximately 258 hectares of mangrove ecosystems in the Terminal Road region, Kingdom of Saudi Arabia. With a primary goal of enhancing the existing ecological state and addressing challenges such as historical oil spills, developmental encroachments, and alterations in hydrology, the project is set against a backdrop of significant mangrove degradation across the Arabian Gulf.
Employing the methodology AR-AM0014 for afforestation and reforestation of degraded mangrove habitats, the project emphasizes carbon dioxide (CO2) reduction through a combination of satellite image analysis and field measurements for carbon storage monitoring. The annual reduction of CO2 emissions is estimated at 27,448 tons over 30 years, with afforestation activities projected to absorb approximately 914 tons of CO2 annually from 2028.Conservation efforts include water quality monitoring, sediment quality assessment, ecological parameters monitoring, and enhancements to water flow, aimed at ensuring the growth and health of the mangrove ecosystems. These efforts contribute significantly to carbon emission reduction, aligning with the project's broader environmental goals.
Restoration activities, planned for later years due to restricted access to certain areas for security reasons, involve planting new mangrove saplings and are expected to improve project's contributions to carbon sequestration and biodiversity. Saudi Aramco's commitment to the project reflects a broader dedication to environmental sustainability and the preservation of vital coastal ecosystems.
The Tr-SWAM project aligns with several Sustainable Development Goals (SDGs), notably targeting climate action, life below water, and life on land, through its comprehensive approach to mangrove conservation and restoration. By enhancing coastal resilience, improving water quality, contributing to the health and productivity of marine ecosystems, and increasing biodiversity, the project serves as a model for similar conservation efforts in the region and beyond
